Making the Most of Early Childhood
Ensure that all children eligible for Head Start receive highquality
early care and education.
Expand education and training opportunities for child care
providers.
Monitor the quality of child care in Omaha.
Implement a proven parent education program.
Explore the potential for a community-wide effort to provide
child care providers with benefit packages.

Providing Academic Support and Career Awareness
Provide extended time for struggling learners in elementary
schools.
Explore a Career Academy high school redesign strategy.
Ensure that all youth have access to a fully qualified
professional counselor.
Develop and implement a common data system.
Communicate career opportunities and pathways.

After-School Mentoring and Tutoring for Excellence
Ensure that all youth have access to a fully qualified
professional counselor, a tutor, as well as an adult mentor.
Develop and implement a common data system.
Create a formal, citywide network of youth-serving
organizations.
Establish a mechanism for providing ongoing assistance to
youth development organizations.
Develop the next generation of youth-service providers.

Reducing Truancy and Recovering Lost Youth
Develop a common truancy enforcement protocol for
Douglas/Sarpy County schools.
Develop a pilot truancy intervention program that
incorporates evidence-based best practices.
Evaluate truancy approaches currently in use.
Roll out truancy intervention programs in middle and high
schools.
Develop and implement a program of individualized services
delivered by professionals.
Increase information sharing among public and private
agencies to better coordinate youth services.

Addressing Adolescent Behavioral Health
Encourage greater participation in the Youth Risk Behavior
Survey.
Create an adolescent mental health care facility.

Financing Higher Education
Provide funding for a post-secondary education for every low-income high school graduate from Douglas and Sarpy County.
